About CCME

    The Center for Citizenship and Moral Education (CCME) at Beijing Normal University was inaugurated in September 2003, focusing mainly on the fields of Citizenship and Moral Education. It is a center for academic research、creative teaching and professional service to the community and society at large. Its staff includes Professor TAN Chuanbao, director; four core researchers; twelve full-time researchers in BNU; more than ten community part-time researchers and collaborative partners outside of campus; one post-doctorate; about twenty doctorate and graduate students. Our research covers: moral education; the ethics of teacher; citizenship education; human rights education; school moral education diagnoses; aesthetic view of moral education; the theory of human perspective of moral education; sociology of moral education and so on.
    Since its founding in 2003, CCME has been upholding the motto: “Accelerate social progress through academic research. Promote individual well-being through moral education”. With this faith, we commit ourselves to enhancing the quality of individual life and developing individual’s modern civic awareness ; putting forward unremitting efforts to make China and the whole world more civilized by initiatively linking all of our work with human destiny and social development. Over the years CCME has successfully completed research programs touching a wide range of fields including: Program of United Nations Children's Foundation、Key programs of China National Social Science Foundation、programs of China National and Beijing Municipal Educational Science Research Plan、Research Project Commissioned by the National Department of Education and Beijing Municipal Education Committee、project of Hong Kong Tin Ka Ping Foundation on “the Promotion of School Moral Education” and so on, successfully hosting the Annual Conferences of China National Association of the Theory of Moral Education and of Asian Pacific Network for Moral Education, etc. What’s more, we have made great contributions to the increasing development of China and world’s moral education through extensive international and domestic exchanges by visiting or receiving visitors.
    An ancient Chinese wisdom proclaims: “A man of virtue never stands isolated; he will always have comrades.” “There is an intellectual. There is justice.” We believe that moral education is the most beautiful cause and humanistic practice which concerns everyone’s life、dignity and freedom 、the value of life and happiness. We believe that citizenship education can be regarded as the fundamental transformation of the nature and objectives of China’s education by which we can shape a more equal and just society. We, at the Center for Citizenship and Moral Education at Beijing Normal University, are willing to build the best platform for all colleges and universities and community groups in these fields around the world.

Research Products

    The researchers at CCME have published 16 monographs and more than 200 papers concerning citizenship and moral education, among which most of them won the awards including the first Prize of National Humanity and Social Sciences Research Products. The representative works include:

Research Projects

    The projects that CCME has undertaken and is undertaking include two national key projects, nine projects funded by the Tenth Five-Year Plans of Ministry of Education and Beijing Municipal Commission of Education, and also one project funded by the UNICEF as well.
1. Cyber-Environment and Moral Education of the Adolescents, funded by the Tenth Five-Year Plans of the Humanity and Social Science Research Foundation, Ministry of Education.
2. Construction of the Mode of Appreciated Moral Education, the national key project funded by the Tenth Five-Year Plans of National Educational Science.

11. Experiences of International Citizenship Education and Citizenship Education in China, the key project funded by the Eleventh Five-Year Plans of Municipal Educational Science of Beijing (authorized on July 12, 2006)
12. The Socialism Views on Honor and Shame and Citizenship Education in Schools, the key project funded by the Eleventh Five-Year Plans of National Social Science Foundation (for Education) (authorized in December 2006).
13. The Professional Competence of Head Teachers and its Developmental Wants, consigned and funded by Beijing Municipal Committee of Chinese Communist Party, Beijing Municipal Commission of Education and Beijing Institute of Educational Science in 2007.
14. A Comparison of Citizenship Education between Hong Kong, Taiwan, and Macau, funded both by the Special Projects for the Young Researchers of Beijing Municipal Education Science Plans and Gu Mingyuan Educational Development Foundation in 2007.

International Exchanges

    CCME has established the frequent academic exchanges and links with many relevant outstanding academic institutions, societies and universities at home and abroad since its foundation. The staff members of CCME have attended the related seminars such as UNESCO-APEID conferences, the annual conferences of Association for Moral Education (AME), and the annual conferences of Asia Pacific Network for Moral Education (APNME) in the past years. The staff members have also visited the related research institutes or organizations in countries or regions of the United States, the United Kingdom, Japan, Hong Kong SAR, Macao SAR and Taiwan etc. Many world-wide famous scholars or researchers have visited the center, including Prof. Max Van Manen from Canada, Prof. James S. Leming from the United States, Prof. Tsunenobu BAN from Japan, Dr. Monica Taylor from the U.K., the editor of Journal of Moral Education, Prof. Wing-on Lee and Dr. Gregory Paul Fairbrother from Hong Kong etc.

Events

1. On February 18, 2003, Prof. Chuanbao Tan initiated the written application to the Office of Social Science Administration at Beijing Normal University. On September 24, 2003, Center for Citizenship and Moral Education won the endorsement of the authority of Beijing Normal University (the authorized document of ‘No. [2003]7 BNU’) and was founded officially.
2. On November 3, 2003, Monica Taylor from the U.K., the editor of Journal of Moral Education, was invited by Prof. Chuanbao Tan as the director of CCME to visit the center and to deliver a speech at Beijing Normal University.
3. From November 4 to 7 and also 8 to 10, 2003, Prof. Chuanbao Tan was invited to present and deliver the speeches respectively at the ninth round-table meeting of UNESCO-APEID about ‘Moral Education in Schools and the Whole Development of Human Being’, and also at the seminar of ‘Professional Standards of Teachers’ held in Shanghai as well.
4. On June 2, 2004, Prof. Max Van Manen, one of the important representatives of the phenomenological pedagogy from University of Alberta in Canada, was invited by Prof. Chuanbao Tan to deliver a speech at Beijing Normal University.
5. In September 2004, Report of Chinese Education Development in 2004: Teachers in the Transformation and Teacher Education edited by Prof. Mingyuan Gu and Prof. Chuanbao Tan was published.
6. In October, 2004, Prof. Chuanbao Tan was invited by the Department of Primary and Secondary Education of Ministry of Education to participate in the discussion and the establishment of ‘The Working Rules (Codes) of Head Teachers’.
7. In November 2004, the project of amendments of ‘Standards and Guidelines of National Proficiency and Comprehensive Test of Education’ (consigned by the office of the Degree Committee of State Council) was hosted and completed by Prof. Chuanbao Tan, with the assistances of other experts and some Ph.D Candidates from the center as well. The draft has been published by Higher Education Press.
8. From March 25 to 27, 2005, the symposium of ‘Developmental Tendency of Moral Education in Schools in the 21st Century’ funded by Tin Ka Ping Foundation was held at Beijing Normal University. An Analysis on the Values of Curriculum Reform in China written by Dr. Xiao Wang, who is the associate director of the center, was awarded ‘the excellent prize of paper’ by the foundation.
9. The document of Ministry of Education whose official number is No.[2005]35 proclaimed the list of ‘The Supporting Program of the Excellent Researchers in the New Century’. Both Prof. Chuanbao Tan and Prof. Zhongying Shi from the center were awarded the funds by this program.
10. On June 1, 2005, Prof. and the director Chuanbao Tan of CCME was invited to attend the Fifth National Conference of Chinese Young Pioneers as one of the members of the experts’ delegation and also one of the members of the conference presidium. He was received in audience by the top government officials, such as Jintao Hu, Bangguo Wu, Jiabao Wen and so on.
11. From July 2 to July 16, 2005, Prof. Chuanbao Tan was invited by Dr. Yamada Mika (山田美香) to deliver a lecture on ‘The Researches and Changes about Moral Education in China’ at Institute of Studies in Humanities and Cultures, University of Nagoya City, Japan.
12. On the afternoon of September 18, 2005, Prof. James S. Leming from College of Education, Saginaw Valley State University was invited to visit CCME and delivered a speech on ‘History and Development of Character Education in the United States’.
13. From October 28 to 29, 2005, Prof. Chuanbao Tan was invited by Hong Kong SAR Council on Professional Conducts in Education to attend the meeting of ‘Enhancement the Professional Conducts and Status (Chinese Community)’, and he delivered a speech entitled ‘The Necessities for Establishing the Professional Ethics of Teachers’.
14. On March 30, 2006, as the part-time researcher of CCME, Prof. Wing-on Lee from University of Sydney was invited by Prof. Chuanbao Tan to visit Beijing Normal University and to give a lecture in BNU Forum entitled ‘Tendency and Reflection about International Citizenship Education’.
15. On the afternoon of April 14, 2006, Prof. Huo Huang from Central University, Taiwan was invited by CCME to deliver a speech entitled ‘The Status of Moral Education in Primary and Secondary Schools in Taiwan’.
16. On March 22, 2006, the project for the Database of Beijing Experts Resources on ‘Moral Education of the Adolescents’ started to run officially, which was funded and commissioned by Beijing Municipal Commission of Education. The project was developed by Center for Citizenship and Moral Education, BNU and the Board of Moral Education, Beijing Municipal Commission of Education in a manner of the long-term co-operation. The project aimed at transmitting the forward-looking theories and offering the information about moral education of the adolescents in order to provide the professional services for the solutions of the related questions confronted by the local authority of education and the schools in Beijing.
17.On May 20, 2006, CCME of BNU and Fujian Education Press initiated and held the seminar on ‘Highlights of Moral Education in Contemporary China’ and the symposium on the publication of Series of the Issues of Moral Education Research in Contemporary China jointly.
18. On June 28, 2006, Prof. Chuanbao Tan was invited to give a lecture entitled ‘Developing China and Changing Moral Education in China: Problems and Developments of Moral Education in Schools’ at Institute of Education, University of London. From July 5 to 7, Prof. Chuanbao Tan attended the 32nd Annual Conference of International Moral Education Society (Fribourg, Switzerland) and delivered a speech entitled ‘On the Changes of Concepts: From Teacher’s Occupational Morals to Professional Ethics’.
19. On July 20, 2006, Prof. Chuanbao Tan and Dr. Xiao Wang attended the seminar of ‘Democracy and Diversity’ held by the Center for Citizenship and Human Rights Education, University of Leeds in the United Kingdom.
20. From December 2 to 3, 2006, the special forum entitled ‘The Development of Teachers’ Personality and Character Building’ was held in Macao University successfully. The forum was sponsored by The Engineering Foundation of Personality Construction and Macao University jointly. CCME of BNU was the consultancy.
21. In March, 2007, the Website of Chinese Association for Moral Education (CAME) (www.came.ac. cn) designed and constructed by CCME was set up.
22. On April 8, 2007, the opening ceremony of ‘The Database of Beijing Moral Education Experts’ and the Sodality of Experts in Moral Education were held in the Main Building A-414 of BNU. Before this, Beijing Forum of Experts in Moral Education had been held at YingDong Conference Hall on April 6, 2007, which was also one part of the extended functions and activities of the Database.
23. From May 12 to 13, 2007, Dr. Xiao Wang, Dr. Zhenzhou Zhao and Dr. Xiaofei Wang attended the second regional meeting of ANPME held by Sun Yat-sen University, Guangzhou. They delivered the speeches respectively on Human Rights Education, Citizenship Education in China, and the Reform of Moral Curriculum. The representatives of the meeting made an agreement eventually that the third regional meeting of ANPME would be held by CCME, BNU in Beijing in 2008.
24. From October 12 to 15, 2007, the 16th annual conference of Chinese Association for Moral Education & the seminar of moral education in 2007, was held by CCME, BNU. Researchers of moral education from the different parts of China focused and discussed around the theme about ‘The Construction of Harmonious Society and Citizenship Education in China’.
25. From November 15 to 17, 2007, Dr. Zhenzhou Zhao attended the 33rd annual conference of Association of Moral Education held in New York as the representative of CCME.
26. On the afternoon of November 16, 2007, Prof. Tsunenobu BAN from Naruto University of Education was invited by Prof. Chuanbao Tan to give a lecture for the center. The title of his lecture was ‘Moral Education in Japan: Children’s Moral Attitudes, Behaviors and the Newly Development’.
27. On November 24, 2007, Prof. Chuanbao Tan was invited by the Commission against Corruption of Macao SAR to deliver a special speech at the seminar on ‘The Honesty Education of the Youth’. Prof. Tan was assigned as the chairman of this seminar.
28. In November, 2007, Dr. Gregory P. Fairbrother from The Hong Kong Institute of Education was invited by Dr. Zhenzhou Zhao to visit CCME. Dr. Gregory P. Fairbrother also delivered a speech entitled ‘Limits of Citizenship Education in Hong Kong’.
29. On December 25, 2007, the research group of ‘University Evaluation in China’ by the website of Chinese Alumni Association issued the first research report and the survey concerning the prominent scholars in the fields of humanity and social science. The report publicized the different ranking lists of the outstanding social scientists of 2007 in China. Prof. Chuanbao Tan was listed as one of the 505 outstanding experts in the universities and research institutes around China.
30. From April 18 to 21, 2008, the third meeting of APNME was held by CCME. More than 30 colleagues from the Asia-Pacific countries or regions of Japan, Korea, Australia, the United States, Malaysia, Nepal, Mainland China, Hong Kong SAR, Macau SAR, Taiwan and as well as the United Kingdom attended this meeting. The theme of the conference was ‘Moral Education and Citizenship Education: Making Locally Relevant Choices in a Globalising World’.
